Zhongjing MEN was born in Zhucheng County of Shandong Province and now is Professor, Distinguished Young and Middle-Aged Scholars, Doctoral Supervisor and the head of the constitutional law and administrative law at Law School in Weihai Campus of Shandong University in China. He holds a bachelor's degree in engineering, a master’s degree in procedural law, and a doctor of constitutional and administrative law. He is the chief expert of major projects of the National Social Science Foundation of China. His research field is constitutional law and administrative law. His main research focuses on the interpretation of constitutional philosophy, the theory of new public law, the legislative system, the basic theory of legislative power and administrative power, the theoretical innovation and practice of the government under the rule by law. His selected publications include on Constitutional Tolerance (Commercial Press, 2011), Administrative Soft Power and the Construction of Government Under the Rule of Law (Shandong University Press, 2018), Research on Administrative Reservation (China Social Sciences Press, 2020).
